Evidentemente todos nos hacemos la pregunta de ¿Cómo es posible?. Pero como tú muy bien dices a los presentadores de television afines al gobierno sociata se les nota especialmente felices y contentos porque su "gran enemigo" esta siendo azotado por una catástrofe natural.

Es deprimente y repugnante tener gobierno así.

Así, intrarrectal, pon la boquita pequeña (como cuando chupas pollas) para criticar a tus adorados USA. Eso sí, lo peor de todo es la felicidad que según tú y otros anormales, destilan los presentadores. Que dimita ZP, que no se puede consentir lo de sus presentadores. Cébate en eso, que la desastrosa gestión del gobierno de Bush es peccata minuta.

Lo que está pasando en Nueva Orleans tiene fácil explicación: resulta "de que" Nueva Orleans, que no se caracteriza precisamente por su capacidad de previsión (The Big Easy, la llaman sus habitantes, negros en su inmensa mayoría), es probablemente la ciudad más pobre y corrupta de EE.UU.; tiene la policía más pobre (peor pagada) y corrupta de EE.UU.; y, por si fuera poco, está en manos de un alcalde subsahariano del partido demócrata sin idea alguna sobre gestión de catastrofes naturales de quién depende, precisamente, responder a este tipo de situaciones en primera instancia. Además, resulta "de que" tiene la desgracia de estar en Louisiana, que es probablemente el estado más pobre y corrupto de EE.UU. El remate es que la mayor parte del tugurio flotante que es Nueva Orleans está en una depresión situada por debajo del nivel del mar.

Si a eso se le añade un huracán de categoría cuatro, el escenario para una catástrofe está más que servido.

Me explico: el que tiene que responder por la seguridad de los ciudadanos de Nueva Orleans (blancos y negros, ricos y pobres, turistas y residentes) es, primeramente, el alcalde, que no lo ha hecho. De hecho, decretó la evacuación forzosa tarde y mal, al alimón con la governadora de Lousiana, que también es demócrata y sobre quien recae la responsabilidad última de velar por la seguridad de los ciudadanos de su estado. Lo hicieron a regañadientes después de que Bush apelase a ambos para que se dignasen a hacerlo, porque sabían de sobra que la mayoría de los ciudadanos de Nueva Orleans no tenían medios para evacuar la ciudad por sí mismos y fue precisamente por eso por lo que se habilitó en el último momento el estadio (el Superdome) y el centro de convenciones, para acoger a los ciudadanos menos pudientes (en lugar de hacer lo correcto, que era evacuarlos en autobús a un lugar no susceptible de inundarse si los diques cedían, como lo han hecho).

En suma, las autoridades federales ni en ese caso ni pinchan ni cortan (todo lo más asesoran) a las autoridades municipales y estatales; en este caso a estos dos cretinos que no saben ni donde tienen la cara. Lo más que puede hacer el Presidente es declarar la zona catastrófica para liberar recursos federales y ponerlos a disposición de la FEMA (Federal Emergency Management Agency), que es la agencia federal que se encarga de coordinar las ayudas a los damnificados y proporcionar materiales preposicionados en ubicaciones repartidas por la geografía de EE.UU. para este tipo de contingencias. No obstante, el control de los efectivos de la Guardia Nacional y las policías locales y estatales, así como los planes de evacuación no le competen a la FEMA. De eso se encarga el gobernador y los alcaldes afectados. Incluso ahora, es la gobernadora (demócrata) de Lousiana la que lleva la batuta de las operaciones

En otras palabras, echarle ahora la culpa a Bush de lo que ha pasado en Louisiana y en Nueva Orleans es cuando menos un pelín cínico. Máxime cunado la gobernadora y el alcalde son los dos demócratas.

Y ¿qué tiene que ver que el alcalde sea negro? Mu fácil: él es quien ha dejado a los pobres de su ciudad tirados en condiciones infrahumanas por no poner en práctica los planes que su propio consistorio redactó para eventualidades como ésta (se sabía que los diques no iban a aguantar). Si alguien tiene la culpa de que los "hermanos" se quedasen tirados en Nueva Orleans es él.

Yo distinguiría claramente entre la lenta y tardía evacuación y lo verdaderamente grave del asunto una vez que la catástrofe ya no tiene remedio, la ayuda. Insisto, no sé quién es el responsable, pero me parece increible que no se haya podido asistir a toda esa pobre gente. Ayer en T5 hubo una muestra más de penoso partidismo en su noticiario de la noche. En un montaje sacado fuera de contexto se vino a decir que la única solución aportada por Bush y por la gobernadora (a la cual crucifican por su apoyo a Bush) fue la de rezar. POr cierto, el alcalde de N. Orleans tiene cara de socialistoide después de un verano de playa.

Para quienes se interesan por el número de efectivos de las Fuerzas Armadas (incluidas las unidades de la Guardia Nacional) que se han podido movilizar para ayudar en las labores de rescate tras el huracán Katrina y sobre el impacto que ha supuesto la presencia de tropas en otros teatros de operaciones como Irak y Afganistán, hay un artículo bastante clarificador del asunto:

So is the war in Iraq causing troop shortfalls for hurricane relief in New Orleans?

In a word, no.

A look at the numbers should dispel that notion. Take the Army for example. There are 1,012,000 soldiers on active duty, in the Reserves, or in the National Guard. Of them, 261,000 are deployed overseas in 120 countries. Iraq accounts for 103,000 soldiers, or 10.2 percent of the Army.

That’s all? Yes, 10.2 percent. That datum is significant in itself, a good one to keep handy the next time someone talks about how our forces are stretched too thin, our troops are at the breaking point, and so forth. If you add in Afghanistan (15,000) and the support troops in Kuwait (10,000) you still only have 12.6 percent.

So where are the rest? 751,000 (74.2 percent) are in the U.S. About half are active duty, and half Guard and Reserve. The Guard is the real issue of course — the Left wants you to believe that the country has been denuded of its citizen soldiers, and that Louisiana has suffered inordinately because Guardsmen and women who would have been available to be mobilized by the state to stop looting and aid in reconstruction are instead risking their lives in Iraq.

Not hardly. According to Lieutenant General H. Steven Blum, chief of the National Guard Bureau, 75 percent of the Army and Air National Guard are available nationwide. In addition, the federal government has agreed since the conflict in Iraq started not to mobilize more than 50 percent of Guard assets in any given state, in order to leave sufficient resources for governors to respond to emergencies.

In Louisiana only about a third of Guard personnel are deployed, and they will be returning in about a week as part of their normal rotation. The Mississippi Guard has 40 percent overseas. But Louisiana and Mississippi are not alone in this effort — under terms of Emergency Management Assistance Compacts (EMACs) between the states, Guard personnel are heading to the area from West Virginia, D.C., New Mexico, Utah, Missouri, Ohio, Oklahoma, Alabama, Washington, Indiana, Georgia, Kentucky, and Michigan. Thousands have already arrived, and more will over the next day or so.

Recapitulando, solo el 10,2% de todas las tropas está en Irak o Afganistán. El 74,2% está en EE.UU. Entre ellos, el 75% de las tropas de la Guardia Nacional (aunque este porcentaje no se reparte de manera uniforme por estados, ya que hay algunos que tienen más unidades en Irak y Afganistán que otros). En cualquier caso, ningún estado tiene más del 50% de efectivos de la Guardia Nacional movilizados en la guerra contra el terrorismo.

En el caso concreto de Louisiana, 2/3 de los efectivos de la Guardia Nacional están sirviendo en ese estado, mientras que el porcentaje de efectivos de la Guardia Nacional de Mississippi que no se ha desplegado en ultramar es del 60%.

No parece que la falta de efectivos militares sea culpable del caos de Nueva Orleans, que (por otro lado, es el único sitio verdaderamente caótico de la zona). Me explico: el problema está en cómo se estructura el estado federal, porque aunque un desastre ocurra el gobierno federal no puede intervenir como lo haría aquí el gobierno central. Tiene que coordinarse siempre con las autoridades estatales. Es más, Washington ni siquiera puede declarar la ley marcial a menos que la violencia callejera sea incontenible.

Volviendo al artículo anterior (la diacrisis es mía):

The New York Times has called the military response “a costly game of catch up.” Catching up compared to what, one wonders. National Guard units were mobilized immediately; 7,500 troops from four states were on the ground within 24 hours of Katrina — a commendable response given the disruptions to the transportation infrastructure. The DOD response is well ahead of the 1992 Hurricane Andrew timetable. Back then, the support request took nine days to crawl through the bureaucracy. The reaction this time was less than three days officially, and DOD had been pre-staging assets in anticipation of the aid request from the moment Katrina hit. DOD cannot act independently of course; the Federal Emergency Management Agency (FEMA) is the lead agency. Requests for assistance have to be routed from local officials through FEMA to U.S. Northern Command and then to the necessary components. In practice, this means state officials have to assess damage and determine relief requirements; FEMA has to come up with a plan for integrating the military into the overall effort; DOD has to begin to pack and move the appropriate materiel, and deploy sufficient forces. This has all largely been or is being accomplished. Seven thousand mostly Navy and other specialized assets are currently in the area directly supporting hurricane relief, and a much larger number of other forces are en route. The process has been functioning remarkably smoothly under the circumstances.

It is hard to understand what more should, or realistically could have been done up to this point. A disaster of this magnitude is certain to be politicized, but it seems early in the game to be assessing blame for a response effort that has only been underway a few days in a crisis that is still developing; particularly such a rapid response. Moreover, it is simply not plausible to use the situation to critique the force structure in Iraq. The Guard is demonstrating that it can fulfill both its state and federal responsibilities, as it was designed and intended to do. Of course, it is impossible to win in these situations; critics will always find a way. A year ago after Hurricane Charley, the president was accused of responding too quickly, allegedly to curry favor with Florida voters. Back then only a few fringe characters tried to make the Iraq/Guard connection. It is a shame that the Times has drifted in their direction.

Doctors waiting to treat victims in tax-funded, state-of-the-art unit

BATON ROUGE, Louisiana (AP) -- Volunteer physicians are pouring in to care for the sick, but red tape is keeping hundreds of others from caring for Hurricane Katrina survivors while health problems rise.

Among the doctors stymied from helping out are 100 surgeons and paramedics in a state-of-the-art mobile hospital, developed with millions of tax dollars for just such emergencies, marooned in rural Mississippi.

"The bell was rung, the e-mails were sent off. ...We all got off work and deployed," said one of the frustrated surgeons, Dr. Preston "Chip" Rich of the University of North Carolina at Chapel Hill.

"We have tried so hard to do the right thing. It took us 30 hours to get here," he said. That government officials can't straighten out the mess and get them assigned to a relief effort now that they're just a few miles away "is just mind-boggling," he said.

While the doctors wait, the first signs of disease began to emerge Saturday: A Mississippi shelter was closed after 20 residents got sick with dysentery, probably from drinking contaminated water.

Many other storm survivors were being treated in the Houston Astrodome and other shelters for an assortment of problems, including chronic health conditions left untreated because people had lost or used up their medicine.

The North Carolina mobile hospital stranded in Mississippi was developed through the Office of Homeland Security after the September 11, 2001, terrorist attacks. With capacity for 113 beds, it is designed to handle disasters and mass casualties.

Equipment includes ultrasound, digital radiology, satellite Internet, and a full pharmacy, enabling doctors to do most types of surgery in the field, including open-chest and abdominal operations.

It travels in a convoy that includes two 53-foot trailers, which as of Sunday afternoon was parked on a gravel lot 70 miles north of New Orleans because Louisiana officials for several days would not let them deploy to the flooded city, Rich said.

Yet plans to use the facility and its 100 health professionals were hatched days before Hurricane Katrina devastated the Gulf Coast, doctors in the caravan said.

Otro fragmento de artículo bastante revelador (y rebelador, para los afectados). El gobierno de Washington le pidió a la gobernadora de Louisiana (demócrata) que solicitase el relevo por parte de las autoridades federales, pero ella se negó porque no se fiaba del archivillano de Texas:

Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.

The administration sought unified control over all local police and state National Guard units reporting to the governor. Louisiana officials rejected the request after talks throughout the night, concerned that such a move would be comparable to a federal declaration of martial law. Some officials in the state suspected a political motive behind the request. "Quite frankly, if they'd been able to pull off taking it away from the locals, they then could have blamed everything on the locals," said the source, who does not have the authority to speak publicly.

A senior administration official said that Bush has clear legal authority to federalize National Guard units to quell civil disturbances under the Insurrection Act and will continue to try to unify the chains of command that are split among the president, the Louisiana governor and the New Orleans mayor.

Louisiana did not reach out to a multi-state mutual aid compact for assistance until Wednesday, three state and federal officials said. As of Saturday, Blanco still had not declared a state of emergency, the senior Bush official said.

"The federal government stands ready to work with state and local officials to secure New Orleans and the state of Louisiana," White House spokesman Dan Bartlett said. "The president will not let any form of bureaucracy get in the way of protecting the citizens of Louisiana."

Blanco made two moves Saturday that protected her independence from the federal government: She created a philanthropic fund for the state's victims and hired James Lee Witt, Federal Emergency Management Agency director in the Clinton administration, to advise her on the relief effort.

Bush, who has been criticized, even by supporters, for the delayed response to the disaster, used his weekly radio address to put responsibility for the failure on lower levels of government. The magnitude of the crisis "has created tremendous problems that have strained state and local capabilities," he said. "The result is that many of our citizens simply are not getting the help they need, especially in New Orleans. And that is unacceptable."

In a Washington briefing, Homeland Security Secretary Michael Chertoff said one reason federal assets were not used more quickly was "because our constitutional system really places the primary authority in each state with the governor."

Acknowledging that large numbers of people, many of them stranded tourists, would be unable to leave, the city set up 10 places of last resort for people to go, including the Superdome.

The mayor called the order unprecedented and said anyone who could leave the city should. He exempted hotels from the evacuation order because airlines had already cancelled all flights.

Gov. Kathleen Blanco, standing beside the mayor at a news conference, said President Bush called and personally appealed for a mandatory evacuation for the low-lying city, which is prone to flooding.

"There doesn't seem to be any relief in sight," Blanco said.

She said Interstate 10, which was converted Saturday so that all lanes headed one-way out of town, was total gridlock.

"We are facing a storm that most of us have long feared," Nagin said.

The storm surge most likely could topple the city's levee system, which protect it from surrounding waters of Lake Pontchartrain, the Mississippi River and marshes, the mayor said. The bowl-shaped city must pump water out during normal times, and the hurricane threatened pump power.

Previous hurricanes evacuations in New Orleans were always voluntary, because so many people don't have the means of getting out. Some are too poor and there is always a French Quarter full of tourists who get caught.

"This is a once in a lifetime event," the mayor said. "The city of New Orleans has never seen a hurricane of this magnitude hit it directly," the mayor said.

He told those who had to move to the Superdome to come with enough food for several days and with blankets. He said it will be a very uncomfortable place and encouraged everybody who could to get out.

Nagin said police and firefighters would spread out throughout the city sounding sirens and using bullhorns to tell residents to get out. He also said police would have the authority to comandeer any vehicle or building that could be used for evacuation or shelter.

Porque resulta que se han descubierto fotos de varios "cienes" de autobuses de colegio (esos amarillos taaaan monos que salen en las películas) aparcados en las cocheras municipales, lo que no sólo contradice las órdenes que según el alcalde transmitió a la policía y los bomberos —de confiscar cualquier vehículo que pudiese servir para la evacuación— , sino que también contradice el propio plan de evacuación del sureste del estado de Louisiana:

NEW ORLEANS (AP) — In the face of a catastrophic Hurricane Katrina, a mandatory evacuation was ordered Sunday for New Orleans by Mayor Ray Nagin.

Acknowledging that large numbers of people, many of them stranded tourists, would be unable to leave, the city set up 10 places of last resort for people to go, including the Superdome.

The mayor called the order unprecedented and said anyone who could leave the city should. He exempted hotels from the evacuation order because airlines had already cancelled all flights.

Gov. Kathleen Blanco, standing beside the mayor at a news conference, said President Bush called and personally appealed for a mandatory evacuation for the low-lying city, which is prone to flooding.

"There doesn't seem to be any relief in sight," Blanco said.

She said Interstate 10, which was converted Saturday so that all lanes headed one-way out of town, was total gridlock.

"We are facing a storm that most of us have long feared," Nagin said.
